Abstract: Development of the culture of information society and development of new educational system with application of information technologies are studied. Educational system of Russia, as well as of the other countries, is behind modern standards of new information technologies because of the lack of qualified programmers, absence of motivation of both administration of an educational establishments and teachers. Analysis of research works will help to create a new approach to the development of methodical sets, textbooks for students and recommendations for teachers, it will allow to raise quality of education, create new means of educational influence and to use computers more effectively by teachers and students.
