Abstract: The article is devoted to the role of staff potential in enhancing the effectiveness of the educational institutions and the quality of their educational services to the population, analyzed and systematized are the approaches of modern Russian scientists to the term «personnel potential», examined are the relationship categories of «frames», «personnel potential» and «employment potential». Particular attention is paid to identifying features of human capacity of higher education institutions as a major competitive advantage in the market of higher education and proposed to consider the category of human scientific and pedagogical potential.
