Abstract: The paper considers the main aspects of developing of the content and structure of the academic plan for the undergraduate program in accordance with modular-competence approach. The undergraduate program with two training profiles "Informatics and Mathematics" is taen as an example. The authors study the trends in the development of standards of vocational education and approaches to the development of higher education programs defined by the concept of the Bologna Process. The main results (descriptors) of the completion of the undergraduate program are revealed in the form of the learning outcomes and competences. The article presents the results of research of the clusters of pedagogical competences (scientifictheoretical, constructive-designing, organizational and methodical, professional and personal) and development of the modular structure of the academic undergraduate program on their basis.The disciplines (modules) of the educational program are joined in the following blocks: general scientific and natural sciences; mathematical and information sciences; pedagogical and psychological sciences; methodical and technological disciplines; design and research activities; professional-personal and personal-developing disciplines. The modules of basic training of Bachelors-teachers are allocated in the program, which are invariable and do not depend on the field of studies and are aimed at formation of universal and general professional knowledge, skills and competences. The features of the model are considered in the aspects of correlation of the blocks of the allocated modules (subjects) of academic plan with the descriptors of the educational outcomes and transparency of the framework for the analysis of structure and modification.
