Abstract: The article defines the notions of “rehabilitation” and “abilitation” of disabled people and “adaptive physical education”. The demand for the abilitation and rehabilitation sports grounds among the target audience is estimated; there grounds may be used for different physical activities and to reach classifying standards of the All-Russia Sports Complex “Ready for Labor and Defence” (GTO) in municipal educational establishments in Sverdlovsk Region. The study analyzes logistical basis of the municipal educational establishments in Sverdlovsk region and their conformity to the requirements to physical rehabilitation of disabled of different groups. It is found out that human resoursing of municipal educational establishments in Sverdlovsk region conforms to the requirements to physical rehabilitation of disabled. It is shown that these parameters are in direct correlation with the conditions for rehabilitation, physical education and the results of classifying standards of GTO by disabled people in municipal educational establishments in Sverdlovsk region. On the basis of this research the authors single out two main directions in the solution of the problems: development of logistics, especially renovation of the existing sports grounds to make them accessible to disabled and education of the physical education and sports personnel.
