Abstract: A special organization – Center for Assessment of Quality of Higher Education – was formed under the Ministry of the PRC with the goal of improvement of higher education efficiency. This independent legal entity is an authoritative professional organization of assessment for provision and control of the quality of education on the government level. The Center comprises seven departments including the department of institutional assessment, department of special assessment, accreditation department, information department, department of preparation, complex department and the office (organization department). The Center also performs the function of the secretariat of the engineering education association, branch for ensuring quality under the higher education association, council on ensuring quality and assessment research under the professional education association. The Center evaluates higher education institutions in the following aspects: self-assessment (internal auditing), institutional assessment (external auditing), professional accreditation, regular monitoring the state of data base and international assessment. The author of the article describes the peculiarities of auditing in detail and divides it into five aspects: auditing the achievement of the aims of training specialists; auditing of the correspondence between the aims and tasks of the institution activity and the needs of socio-economic development of the country and its regions; auditing the efficiency of provision of the academic staff and education resources; auditing the efficiency of the system of ensuring quality of higher education; auditing satisfaction of the students and employers. The author also gives examples of the standards for assessment of the specialty “History of Higher Education”.
