Open Education Implementation Issues

Abstract: The development of the Internet and other means of communication stimulate development of new forms of educational process, which are widely used in some other countries. The paper discusses the phenomenon of open education, describes its origin and prospects for development. According to the author, open education consists in the possibility of every person to get high quality education disregard of their location. Open education is based on Massive Open Online Courses, which are offered to all those interested. Everyone has a chance to spend as much time as they want for mastering the course. Apart form the obvious advantages there are problems connected with: limited number of tutorials; relative variability of distance learning methods; the problem of self-motivation; high price of audio- and visual aids; language barrier; dependence on communication infrastructure and some industries; domination of theory over practice. Having studied the phenomenon of open education, the author concludes that this system provides efficiency, availability and mobility of academic material, as it is based on the principles of individual approach.
