Abstract: The introduction of professional standards causes new understanding of the results of educational programs of higher education. The results of control measures should reflect not only the result of the development of a particular discipline, but also the formation of competences and readiness to implement the labor action. The purpose of this article is justification of application of ICT in the procedures of assessment of competencies and labor actions to increase their efficiency. The effectiveness assessment is viewed as the degree of implementation of its functions in the system of educational process management. The efficiency is viewed as the ratio of the degree of implementation of the functions of assessment and resources used. The condition of assessment of competences and the labour action is active, practiceoriented approach to the implementation of educational programs and standardization of evaluation procedures. The use of ICT in assessment procedures is accompanied by formalization of competencies and assessment procedures. A side effect of the formalization of competences is increasing the workload on the teacher, which is reduced with the help of ICT. There is a risk of assessment only of the knowledge taught, to eliminate which it is necessary to separate the roles of teachers and examiners. ICT application allows to display the result of studying the discipline, the level of competence development and willingness to implement the labor action; to show this result (subjects/modules) in the structure of educational programme; to give the detailed result, describing the module, discipline, or even the topics and classes. The results of this study can be used to determine the prospects for the introduction and standardization of procedures for competence and labour action assessment in higher education, and for the development of appropriate modules of the automated information system.
