Abstract: The problem of development of teachers' information competence nowadays seems to be relevant due to the need to employ certain tasks in teacher’s training in current conditions as well as insufficient development of the teachers' information proficiency issue. Teachers are expected to be capable to effectively carry out pedagogical activity in the new information society called 'smart society'. The Russian Federation state policy in the field of education sees training of specialists capable of solving tasks of modernization at all levels of education as one of the priorities. Development of information competence of a teacher is also relevant in connection with introduction of the professional standard of a teacher in which the ICT competence is presented by a triad: all-user, all-pedagogical and subject-conditioned ICT competence .The article draws attention to the importance of additional professional education in development of information competence of teachers in the form of complementary programs of professional development and professional retraining. The document "Structure of ICT competence of teachers : recommendations of UNESCO" acts as a unified guideline to ICT competence of teachers. The results of the survey based on the test developed by the Institute of UNESCO on identification of level of proficiency in information competence by teachers are considered and allow to draw the following conclusion. It is necessary to improve the available level of proficiency in ICT competence of teachers. The article presents the analysis of dissertation research works and scientific articles concerning the problem of development of information competence of the teacher. Some contradictions were revealed, wich allow to formulate the research subject : "Development of information competence of a teacher in additional professional education".
