Content of the Structural Components of Information and Communication Technologies in Competence-Based Approach in the Diagnostics of the Military Servicemen

Abstract: The article deals with the competences that, within the framework of the general informatization of the society and the constant growth of the importance of information counteraction, are important for military personnel. There are certain difficulties in identifying the formation of competences in the system of higher military professional education and it is necessary to develop a universal categorial apparatus for diagnosing the level of competence formation. In conditions of information impact on citizens of our state, sometimes having a destructive character, it is necessary to be able to timely navigate the information flow, analyze the information received and transform it for further broadcast. Servicemen, performing a number of specific tasks to protect the interests of the state and society, are also subject to this influence. As the key competencies under consideration, the author singles out information and ICT competence. While analyzing different interpretations of information competence we found that there are two approaches expressing opposite views in understanding its content. The article describes these views based on the analytical side of information and its technical way of obtaining and processing. The relationship between information competence and ICT competence is established, and on the basis of the analysis of the given views on the content of the information competence structure the article allocates its functions. As a result, the structural components of the ICT competence are highlighted and the relationship with the other competencies is indicated on the example of one of the specialties. The author provide experiment results to prove the validity of the conclusions made.
