Teaching Russian in Primary School: Concerning the Conformity of the Training Content of the Federal State Educational Standard of Primary General Education (On the Example of the Educational Program "Elementary School of the XXI Century")

Abstract: This article analyzes the content of the educational program "Elementary School of the XXI Century" for the subject "Russian Language", taking into account its conformity to the Federal State Educational Standard of Primary General Education (FSES PGE). The analysis of the program is carried out taking into account its structure: the target, the content, organizational sections of the program; attention is focused on the differences in setting the goals of teaching the Russian language in the analyzed program and in the FSES PGE, and on the prevalence in the program of "knowledge-focused" components in setting the goal of learning the subject "Russian Language". The material of the subject "Russian Language" describes the principles of the program construction: conformity to natural laws, continuity and prospects, integration of theoretical information with practical activities, emphasis on communication, integration of teaching, development and upbringing. The article pays special attention to the principles of conformity to natural laws and emphasis on communication, revealing the peculiarities in the interpretation of these principles in the program "Elementary School of the XXI Century". From the point of view of the authors of this article, not only the interpretation of the principles of presentation of the educational material proposed in the program is debatable, but also the presentation of the learning materials for the subject "Russian Language". The isolation of the text from the units of the language system is noted, as well as the unjustifiably wide topics and wrong wording of some of the topics. The article emphasizes the absence of an organizational section in the program "Elementary School of the XXI Century", the "framework" nature of the program, which, on the one hand, allows for freedom in the process of lesson planning; on the other hand, it makes the planning process rather complicated. Highlighting the "problematic" zones in learning the subject "Russian Language" within the "Elementary School of the XXI Century" program, the authors of the article note the positive features of the program, and conclude that implementation of the program is possible after elimination of the indicated problems.
