Abstract: Considers public right as continually developing ideal sense of right which arises from the bare necessities of life and contributes to their further growth. The peculiarities of natural right are analyzed and discussed according to philosophical, psychological and pedagogical knowledge. The way the author considers this subject corresponds to the humanistic trends in pedagogic and a human being, his recognition of rights and liberties, lawful social behavior being in the center of them.
