Abstract: The paper deals with the problem of adaptation of the Perm province Zemstvos to the conditions of the I World war. Despite the hardships of war, the local authorities yet gave the leading position in their activity to popular education. The funding of education had not decreased; the educational projects included both school-age children and adults. Meanwhile, considerable efforts had been made to support the population in the years of severe hardship through various social programs.
