Abstract: The article deals with the problem of introduction of the All-Russian Sports Complex GTO. Historical experience shows that effective implementation of any public initiative is impossible without the participation of the progressive part of the population. Effective interaction of State and society is based on a number of management principles that take into account interests and needs of each of the parties.
