Abstract: The article describes a model of network interaction of educational institutions of the city of Kaluga in the framework of the extracurricular activity of junior pupils in the process of implementation of the Federal State Educational Standard for primary education, which has been successfully tested on the basis of four elementary schools in the city of Kaluga. The main results of the test of the introduced model are the development of pupils’ personality in the process of implementation of extracurricular activities programs; the increase of the level of professional competence of primary school teachers in the organization of extracurricular activities in accordance with the Federal State Educational Standard for primary education; and the development of organizational skills and social activity of students involved in the project. After the implementation of the Federal State Educational Standard extracurricular activity receives the status of “educational activity” and becomes the necessary component of getting education. Extracurricular activity is a part of general education which allows the students to get a stable need to getting knowledge and creative activity, maximally realize themselves and self-determine professionally and personally. Additional education facilitates the development of inclinations, abilities and interests, civil and moral properties and life and professional self-determination of the person. Organization of network partnership becomes the most effective kind of cooperation and interaction. Network is a set of institutions with common purposes, resources for their achievement and one center of control. Network partnership is based on the equal status of institutions in the system in relation to each other and in numerous horizontal, i.e. non-hierarchical relations.
