Abstract: Russian penal system is subject to a dynamic and continuous process of reorganization. One of the main objectives of the MIS Concept of the Russian Federation until 2020 is to reduce the recurrence of crimes committed by persons served the penalty of deprivation of liberty, by improving the efficiency of social and psychological work in prisons and development of post-penitentiary assistance to such persons. The authors believe that education is the most effective in dealing with corrections, and the subsequent development of social adaptation after release. The article describes the features of the formation and implementation of vocational programs for prisoners in the penal system of Russia. The experience of the implementation of national programs for entrepreneurship for prisoners and persons released from prison. The main reasons for the lack of correctional institutions of education programs concluded entrepreneurial skills in the Volga Federal District on the results of 2014. The factors affecting the efficiency of enterprise development (including entrepreneurship training) in prisons in the Volga Federal District, according to the results in 2014. The main ways to motivate inmates to work and a desire to raise the level of their education, used in penal institutions of the Volga Federal District.
