Higher Education in the Russian Federation: Problems, Prospects and Tendencies of Development

Abstract: The author studies the legal regulation of higher education, including the realized state programs (especially "The development of education in the Russian Federation") and their financial support, provides a detailed analysis of the education activity results of institutions of higher education in 20082014. The article presents a review of publications, revealing the problems and trends of development of higher education system in the Russian Federation. Special attention is paid to the most pressing and discussed issues: the development of tutor activity in our country, drawing on experience of such activity abroad, the role of private universities in the education system, the value of post-graduate studies in the context of improvement of the Russian legislation in the field of education. In the course of analysis, almost equal distribution of funds on the state program «Development of Education in the Russian Federation" during 2013-2020 was revealed. And the largest volume of financial support is planned for subprogram 1, associated with the development of professional education. At the same time, a decrease of the number of institutions of higher education in 2008-2014 by 14.04% and the corresponding decrease in the number of students by 26.86%. On the basis of the results of the study, the author draws the conclusions, that the innovative function of education, stimulating economic and social development of the Russian state and the quality of life of the Russian people is becoming increasingly more and more important.
