Abstract: The article presents the results of a research of deviant behavior of adolescents and the peculiarities of their pedagogical neglect. It determines the correlation of the level of pedagogical neglect and the components of deviant behavior in adolescence. The article also describes a psychological-pedagogical program of development of socio-ethical norms of behavior of pedagogically neglected adolescents by means of bibliotherapy. The program was tested at a secondary school. The authors reveal the criteria and indicators of socio-ethical behavior, the purpose, mechanisms, selection criteria, studies management, stages and structure of formation influence as well as a complex of educational means and description of results of the formation and testing stages of the experiment. Group learning activities contribute to the development of socio-ethical norms of pedagogically neglected adolescents’ behavior and the prevention of their deviant behavior. During these lessons they are involved in practical activities, including conversations, games, reading classic works of literature and their psychological analysis. The main results of the program testing are the formation of criteria of socio-ethical norms, the discovery of importance of knowledge of law and moral standards, the reduction of the level of pedagogical neglect, deviant behavior and aggression, the creation of favorable conditions for leveling the accentuation of personal traits during formation influence.
