Abstract: The article deals with the terminological system and a conceptual matrix of monitoring the quality of education in the primary school. One of the key concepts under study is to monitoring the quality of education. Before talking about it in detail, it is necessary to understand the relationship between the concepts, some of which are fundamental or basic while others are built on their basis. In this case, one should understand the relationship between monitoring and quality which are closely and inextricably connected with to teaching, upbringing and development. In addition, monitoring is expressed in functions and means. The main means of monitoring which are considered in the given study are information technologies. They may be systematized, i.e. separated and described share as a set of elements and their relationships, connected with each other into a single unit by a certain law, which would have the properties relatable to only elements or relationships that constitute them. All this can be reduced to a system, one of the components of which will be made by information tools for monitoring the quality of organization of education.
