Abstract: This article is devoted to the comparative analysis of the language and cultural competence formation in the process of foreign language learning by bilingual students. Theoretical basis of experimental work is related to culturological approach and pedagogical conditions which encourage the students of higher educational institutions of Kyrgyz Republic to improve their cultural and language skills. The main purpose of the education based on culturological approach is giving the students the information related to languages, cultures, different countries and relationships between them. The modern society is considered to be the integral system which cannot be imagined without personality formation. All the mentioned conditions became the theoretical background of experimental work connected with learning foreign languages in bilingual classrooms. According to the results of experimental work we can make conclusion that the effectiveness of foreign language learning by bilingual students depends on the specific pedagogical conditions, application of culturological materials into curriculum and student-oriented technologies, which have a positive impact on the attitude and internal motivation of students.
