Abstract: The article describes the conceptual framework of the educational program of preschool education "Samotsvet". From the standpoint of cultural, systematic pragmatic and axiological approaches, with regard to the requirements of the Federal state educational standard of preschool education, the article considers the value basis of modern preschool education, the cultural practices of preschoolers and their role in the development of cultural experience, independence, positive socialization and individualization of a child. Attention is paid to the pedagogical conditions of educational space and development of a child, taking into account regional peculiarities of the activities of preschool educational organizations. Based on the analysis of practical experience of pre-school educational institutions of the Sverdlovsk region and the Ural region as a whole, the authors defined and justified axiosphere of modern preschool education. Values of preschool education defined by the Federal state educational standard of preschool education are the basis for the selection of cultural practices in accordance with individual and age peculiarities of development of children of early and preschool age. The article describes peculiarities of educational program of preschool education "Samotsvet", it reveals the goals, objectives of the programs focused on spiritual, moral, social and cultural values: family, health, social solidarity, work and creativity. Values, development of which provides a cultural practice, are the unity of three components: cognitive, emotional and behavioral components. In the educational program of preschool education "Samotsvet" is also determined by the content, principles and approaches to organization of educational activities in preschool educational organizations.
