Abstract: The article deals with the problem of popularizing the GTO complex among the adult population. According to the plan for the implementation of the All-Russian sports complex “Ready for Labor and Defense”, from 2018 the standards of the Complex should be met en masse, by all categories of the population, but the question arises, why does the percentage of the adult population involved remain extremely low? The purpose of this study is to identify the main causes of insufficient participation of adults in the implementation of the standards of complex “Ready for Labor and Defense”. Based on the analysis of modern publications, statistical materials and regulatory documents, we have identified several reasons for the insufficient participation of adults in the implementation of standards. The main problems include the lack of a unified incentive system, the lack of accessible and comfortable conditions for preparing for the implementation of the standards, insufficient promotion of the Set by the media, and the lack of personal conviction about the need to comply with the standards of complex “Ready for Labor and Defense”. Unified system of incentives for the adult population is currently at the drafting stage, all issues related to this are decided directly by the employer. Sports facilities necessary to prepare for the implementation of standards, there are not all areas, in addition, most of them are not designed to prepare for the implementation of the standards of complex “Ready for Labor and Defense”. Agitation of the working population to the implementation of the standards of complex “Ready for Labor and Defense” in labor collectives is either not implemented at all or is poorly organized. Problems of motivation of the adult population connected with involvement in physical culture activities have not been sufficiently studied. Novelty of the research results lies in the substantiation of an integrated approach to solving this problem, which includes not only the creation of external favorable conditions and increased interest at the state level, but also the formation of internal motivation to implement the standards of complex “Ready for Labor and Defense”. This is what will contribute to the development of socially significant motives associated with the self-realization of personal potential, the desire for public recognition, self-expression and expression of citizenship.
