Abstract: The article is devoted to the analysis of the work experience of cultural institutions of the city of Ekaterinburg in creating cultural inclusion. The authors argue that, along with issues related to the education of people with disabilities, it is necessary to create the conditions for habilitation and rehabilitation of children with disabilities using the means of culture and art. Following cultural inclusion, the authors, following A. A. Shevlyagin, understand such an “inclusion of an individual in a socio-cultural environment that takes into account its physical and cognitive characteristics, meets the needs for cultural self-identification and world perception, and ensures respect for representatives of different cultural groups, forming among their equality”. For this, it is necessary for cultural institutions to create accessible conditions for visits by overcoming psychological barriers on the part of cultural institutions' employees; it is necessary to develop and adapt programs for people with special needs and health. The development of various communication channels for informing potential visitors about the existing opportunities of a cultural institution has an important role in creating an inclusive space. From 2015, the municipal sphere of culture in Ekaterinburg began to develop a unified, conscious and system-based concept of accessibility of institutions and their services for people with disabilities of all ages. All areas of work were combined into a common project, which received a capacious and multi-valued name “Culture for All”. The authors of the article describe in detail the possibilities and features of the cultural institutions of the city of Ekaterinburg, in creating an inclusive space. In conclusion, the authors conclude that cultural inclusion can only be achieved through joint integrated interaction of all interested institutions and organizations.
