Abstract: Additional education as professional development and professional retraining of specialists in the field of culture and art education is undergoing significant changes, which are the result of the introduction of new legal, educational and labor standards. Regional strategic guidelines for the material and technical support of cultural institutions and ignoring the issues of personnel reproduction, the extreme unpreparedness of the introduction of professional standards in the activities of cultural institutions, the unwillingness or unwillingness of representatives of employers to influence the content of additional art education in connection with the changed requirements for the qualification of specialists, etc. – all these external challenges to additional art education hinder its implementation. The purpose of this article is to present modern challenges and conditions relevant for the implementation of additional education of specialists in the field of culture and art, in particular, art education. In order to cope with the described challenges, responsible actions of the subjects of the labor market in the sphere of culture (from ministries to specific schools of arts – employers organizations, from universities to students) are necessary, aimed at uniting efforts to develop new content of professional development and retraining of specialists in the field of art education.
