Efficiency of Post-Graduate Education and the Necessity of Development of the General Theory of Scientific Management

Abstract: Based on an examination of statistic data low efficiency of postgraduate work is proved, reasons of it are disclosed. It is proved that one of the most important of them is the poor quality of scientific leadership. On this basis, the conclusion about the necessity to develop a general theory of scientific management is made, main directions of development of such a theory are identified, definition and general classification of scientific management are given.
