Raising the Professional Level of the Teachers of Elementary School in the Second-Half XIX — Beginning ХX c.

Abstract: In the article the system of the short-term measures, realized by Ekaterinburg county district council is examined for the purpose of the solution of the problem of guaranteeing the elementary school of region with the qualified teacher personnel. The short term pedagogical congresses and courses, which were carried out by district council, became the compensation for the absence of pedagogical educational institutions. At the beginning of the XX century their purely professional directivity came general educational one.
