Abstract: The concept of modernization of Russian education presupposes adaptation of educational structures to the new system of socio-economic relations and provision of conditions for the allocation of responsibility between the state vocational education, employers and civil society, which is directly related to the expansion of the possibilities of using the cluster approach in education. The article describes the main cluster strategies, positive conditions and constraints on the development of educational clusters and ways of application of benchmarking in conditions of an educational cluster. It also shows that the organization of an educational cluster provides the solution of the essential task of training future teachers – the transition from mass-production of reproductive specialists to their individual creative training and formation of a creative competitive personality of the teacher.
