Abstract: The article deals with the problem of determination of the necessary labor actions in the development and implementation of educational programs. It reveals the circumstances that should be taken into account for determination of labor actions: labor functions identified in professional standards; competences determined in the federal state educational standards; specific features of activities; employers‘ requirements. The educational program "Teacher of Higher Education" is taken as a material to show the procedure for determination of labor actions, relevant for the professional training modules. The modules are designed on the basis of the correlation of the professional standard "Teacher of Professional Training, Professional Education and Secondary Professional Education," the Federal State Educational Standard of Higher Education in the educational field of 44.04.01 ―Pedagogical Education‖ (Master's level), specific features of educational activities and challenges of entering into the profession for university graduates. The author defines six training modules, which include training, structural-methods, organizational, managerial, communication, research and socio-cultural labor actions. The article demonstrates the necessity of integration of labor actions through the training modules on the background of increased use of interactive forms of learning and evaluation. The author's position is substantiated by the following: labor actions are a reference point for the development and implementation of modern educational programs, but the training process cannot and should not be limited to training labor actions. Professional training should have a broad cultural content and be aimed at the formation of professional identity.
