Abstract: The All-Russian Sports Complex “Ready to Work and Defense” (GTO) was brought back to life in 2014. The given article attempts at analyzing the problems of group interaction which could hamper successful implementation of the modern GTO complex. The object of the study is the mechanisms of interaction between social groups within the GTO complex in the Russian Federation. The method of study of normative-legislative acts and the theoretical methods of synthesis, comparison and generalization of the experience of implementation of the GTO complex in the country have been used by the author. The author singles out four numerous social groups of the GTO complex: 1) those ensuring the implementation of the GTO complex; 2) those providing training for passing the qualifications of the GTO complex; 3) those organizing the process of passing the qualifications of the GTO complex by the population and 4) those executing the qualifications of the GTO complex. As a result of the undertaken study it is noted that normative, organizational, financial and informational conditions are being created for the realization of implementation of the GTO complex. All four distinguished social groups are equally included in the system of the GTO complex and the effectiveness of functioning of the system will be defined beginning with 2017 by the number of citizens of the Russian Federation systematically going in for physical training and sports and by the number of people capable of passing the standard tests of the modern GTO complex. The achievement of these results depends on the correct choice of the mechanisms of interaction between the organs of state power, local administration and social and other organizations in the coordination of the implementation of the modern GTO complex.
