Abstract: The article presents shadow economic phenomena in higher education a threat to the economic security of Russia. The method of expert evaluations is used in the article with the aim of assessing the impact of the shadow economy of universities on economic security. The author describes the stages of organization and conduct of expert assessment and provides the criteria and indexes of the expert questionnaire, discusses the degree of consistency of expert opinions, defined as the coefficient of variation (Vср=0,18) and concordance (W=0,67). The rating estimate of the influence of shadow economic phenomena is coordinated, and by criterion 2 is statistically significant (p0.05) . The maximum degree of coherence is observed in the opinions of experts about the significant influence of the shadow phenomena in the system of higher education on the economic and socio-economic development of society and the state. Less consistency was observed in the evaluation of the impact of shadow phenomena in higher education on the risks of criminalization and victimization of the population.
