Abstract: Maintaining a healthy lifestyle by citizens is the key to a healthy and full-fledged existence of society. At the present stage, the all-Russian physical culture and sports complex "Ready for Work and Defense" (GTO), which was put into effect on September 1, 2014 by decree of the President of Russia V. V. Putin No. 172 of March 24, 2014, acts as a favorable condition for solving the problems of improving society. The authors not only characterize the modern version of the complex, but also refer to the historical experience of the development of the physical culture movement at the state level. The article is devoted to the problem of motivation of adolescents and young students (V and VI age stages of ASC RLD) to engage in physical culture and sports, are considered pedagogical conditions of formation of value-motivational attitudes, aimed at creating a comfortable environment for physical culture and sports, among which are the establishment of a school of healthy environment, carrying out pedagogical diagnostics, the implementation of targeted and controlled interaction of subjects of educational process, development of criteria for, indicators and diagnostic methods for diagnosing the level of formation of value-motivational attitudes, integration of educational institutions among themselves and with other social institutions.
