Abstract: The article studies the conceptual foundations of designing a special strategic aim model of cooperation between Kazan Federal University (in particular, its structural unit – Institute of Psychology and Education) and the region (Ministry of Education and Science of the Republic of Tatarstan) in the field of education. So the goal of the article is to design a strategic aim model of cooperation between Kazan Federal University and the region in the field of education. The methods of study include a comparative analysis and pedagogical design, benchmarking as a method of qualitative management of cooperation. The result is the definition of five main blocks of issues that determine the quality and effectiveness of preschool, general and additional education at the University. The research results can be used in the design of pedagogical education in the universities of Russia. The authors come to the conclusion that the definition of basic blocks of cooperation problems between the University and the region would allow making the conceptual and structural essence of the strategic aim model of cooperation more concrete.
