Abstract: The article discusses the guidelines of the school teachers’ professional work in the conditions of educational information environment and competences required for its realization, which are grouped into clusters: scientific-theoretical, constructive-designing, organizational-methodological and professional-personal. The ways of raising the level of development of clusters of professional competences are suggested. They are based on the module-rating technology with techniques of cognitive visualization of the teaching material with the use of frames, the principles of learning "the process is more important than the result" and "learning through teaching", video case lessons which are included in the content of educational information environment, active teaching methods and the technology of mixed teaching. The authors present a model of formation and development of professional competence of students of pedagogical universities. The constructed model has a phased structure, in which a part of the methodology of professional education within the framework of special disciplines is realized at each stage. To diagnose the degree of formation of clusters of professional competence of future teachers, the authors suggest using the methodology for measurement and evaluation of the level of formation of the competence in the field of instrumental services of the information environment of distance learning, which combines the cognitive-operational (knowledge, skills) and activity (experience) components of the competence. The authors have worked out evaluation scales for each level of development of the components and the method of calculation of the integral index of the degree of formation of the competence.
