Abstract: The analysis of the researchers' attitudes let us define some methodological foundation of the succession between pre-school and junior school levels in education. The results of experimental work to study succession in social education of pre-school and junior school are discussed. The results of the initial and final diagnostics, their comparative analysis proves the necessity of development and implementation of the program of social education for junior pupils on the basis of the unity of goal-setting, operational and monitoring components. Acquisition of social culture in the course of social education and the level of social development of junior pupils will be higher if we achieve coordination in goal-setting, technological and testing components and cooperation of pedagogues of pre-school establishments and primary school teachers. These conditions are effective and legal as the pedagogical effect of the research work in social education and development of preschool and primary school children proved to be stable.
