Abstract: The article is devoted to the classification of shadow economic phenomena in the higher education system of the Russian Federation. In order to systematize the shadow phenomena in the system of higher education, the author considers different types of abuses in the financial and economic activities of educational institutions, hidden from the official statistics revealed by the audits of higher education institutions conducted by the Federal Agency for education of the Russian Federation and the accounts of the Chamber of the Russian Federation in the years of 2005-2014, and information about the pedagogical staff who were convicted under the articles 290 and 292 of the criminal code of the Russian Federation in the period from 2006 to 2015. These violations were combined into seven groups for various reasons. The developed classification will allow to study shadow economic phenomena in the higher education system both as a whole and divided into individual elements; and to predict the incidence of shadow economic phenomena. The given set of criteria promotes the differentiation of signs of shadow phenomena in the educational institutions of higher education, the assessment of the degree of their social danger, the organization of preventive measures by the regulatory authorities.
