Abstract: The work is devoted to the formation of a strategy to improve the quality of education and the possibility of Russian higher educational institutions integration into the global educational system. Internal and external factors, which affect the creation of conditions for massive open online courses introduction into the educational process are described in the article. The article also gives results of a student survey about the need of informational technologies implementation in the educational process of higher educational institutions. The authors have analyzed the state of digital education in Russia starting from 2010 to the present time. In the course of the study, the authors found that unlike traditional teaching methods that encourage “learning for evaluation”, digital technologies activate the student's internal need for “learning for self-development”. The research has passed through several stages. The online course for teaching professional English to the future specialists who study nuclear technologies, nuclear power plant installation and commissioning, nuclear power plant maintenance has been created at the first stage of the research. The second stage of the research contains the analysis of the problem of implementing a system-activity approach in e-learning, which is widely used in the modern system of higher education, in order to improve the quality of language education for students of technical universities. In this research, the authors have shown the importance of the theory of cognitive load when setting training goals, which allows to increase the motivation of future specialists in the field of nuclear technologies. The study identifies and analyzes the system-forming components of training (purposive, subjective, activity and managerial) during the development of an online course.
