Digitalization of Education: Illusions and Expectations

Abstract: The article is the first of two publications by the author on issues and problems of digitalization of Russian education. Based on the analysis of program documents, it is concluded that none of them contains a definition of the concept of “digitalization of education”, does not set the task of its operational implementation in either general education or higher education, and does not explicitly indicate implementation methods. By analogy with the structure of the concept of “digital economy”, the definition of “digital education” is built as an educational and upbringing activity based on the predominantly digital form of presenting educational and managerial information, as well as relevant technologies for its storage and processing, which can significantly improve the quality of the educational process and management them at all levels. Moreover, the “digitalization of education” is interpreted as a transformation from traditional to digital education. The relevance of the digitalization of education is currently associated with the needs of the digital economy in personnel trained for activities within the framework of its ideology and technologies. The program documents prepared by the specialists of the Higher School of Economics which discuss the tasks of digital transformation of education and specific steps to it achieve are analyzed. Despite the comprehensive approach of the authors of these documents, convincing arguments and even financial assessments of the necessary measures, some of their constructions raise questions and objections: poor evidence of the benefits of the proposed measures from the point of view of the learner, the absence of any scientific, pedagogical and legal justification of the proposed actions, the lack of consideration of medical contraindications, as well as the experience of foreign countries. It is concluded that digitalization should not be revolutionary in nature and be implemented taking into account the priorities of the significance of particular actions and the possibility of fulfilling the conditions necessary for them.
