General Characteristics of the Educational Space of the University as a Factor in Implementation of a Comprehensive Legislated Social Norms

Abstract: Contemporary situation in Russia is characterized by the crisis of all social institutions of upbringing. Modern socio-economic, cultural and educational policy underestimates upbringing potential of a higher school. The attempts to exclude upbringing from the educational process at a higher school contradict pedagogical theory and practice. Thus, it is important to pay more attention to upbringing in higher school. Upbringing of highly qualified professionals in a higher school requires much energy of the educators. Upbringing in higher school focuses on one of the main functions of formation of the new generation of professionals in different spheres of science by means of transformation of the state goals of upbringing and education into certain pedagogical goals in course of execution of an educational program of higher education. Today all educational establishments are developing new approaches, technologies, methods and means of upbringing. The article provides a brief outline of implementation of upbringing in Zabaikal State University and underlines the importance of managerial aspect.
