Аннотация: В статье определяется место понятия «функциональная грамотность» в историческом и смысловом развитии понятия «грамотность». Автор исследует проблему, что же такое функциональная грамотность, новый уровень общей грамотности или определенный этап развития понятия «грамотность». Используя методы теоретического и диахронического анализа, автор приходит к выводу о цикличности развития понятия «грамотность». Развитие и состав понятия взаимосвязаны с количеством грамотного населения и с переходом на новый этап развития науки и технологий, что в итоге и дает толчок к появлению понятия «функциональная грамотность» перед третьей промышленной революцией, являясь этапом эволюционного развития понятия «грамотность». Научная новизна описанного исследования состоит в рассмотрении функциональной грамотности как этапа развития, позволяя увидеть систему развития понятия «грамотность», а также с теоретической точки зрения взглянуть на описываемое явление как на развивающуюся непрерывную спиралевидную систему понятия «грамотность» через формирование словосочетаний, где второстепенное слово несет уточняющий характер явления. Выявление схожих исторических событий, которые стимулировали развитие понятия, позволит с практической точки зрения спрогнозировать дальнейшее развитие понятия и описать действия, которые должны предшествовать новому этапу. В заключение, исходя из описанных предпосылок развития явления, наблюдается формирование следующего этапа смыслового и интерпретационного преобразования понятия «грамотность» с переходом на этап «новой грамотности».

Abstract: The article defines the place of the concept of “functional literacy” in the historical and semantic development of the concept of “literacy”. The author explores the problem of what functional literacy is, a new level of general literacy, or a certain stage in the development of the concept of “literacy”. Using the methods of theoretical and diachronic analysis, the author comes to the conclusion of the cyclical development of the concept of “literacy”. The development and composition of the concept are interrelated with the number of literate people and with the transition to a new stage in the development of science and technology, which ultimately gives rise to the concept of “functional literacy” before the third industrial revolution, being a stage in the evolutionary development of the concept of “literacy”. The scientific novelty of the described research consists in considering functional literacy as a stage of development, allowing us to see the system of development of the concept of “literacy”, as well as from a theoretical point of view to look at the described phenomenon as a developing continuous spiral system of the concept of “literacy”, through the formation of phrases, where the secondary word carries the clarifying character of the phenomenon. Identifying similar historical events that stimulated the development of the concept will make it possible, from a practical point of view, to predict the further development of the concept and describe the actions that should precede the new stage. In conclusion, based on the described prerequisites for the development of the phenomenon, the formation of the next stage of the semantic and interpretative transformation of the concept of “literacy” with the transition to the stage of “new literacy” is observed.
